For example, “enhancing teacher capacity” is the theme of 2017. That year was World Teachers’ Day, commemorating the 20th anniversary of the UNESCO’s “Proposal on the Status of Higher Education Teaching Staff” in 1997, and involved higher education institutions in the sometimes neglected field of teaching staff in discussions on the status of teachers.
