Severe travel warnings in the U.S., Italy, France, and Greece postponed

Starting next Wednesday, travelers from about 18 other countries/regions will be required to quarantine even if they are fully vaccinated. The Knesset Labor, Welfare and Health Committee decided on Tuesday afternoon to place the United States, France, Italy, Germany, Greece, and several other countries under severe travel warnings based on the recommendations of the Ministry of Health.

From August 11th:

All travelers entering Israel from these countries/regions must be quarantined for at least 7 days, even if they have been fully vaccinated or have recovered.

Countries that have received severe travel warnings include Cambodia, Colombia, Costa Rica, Fiji, Guatemala, Honduras, Kenya, Liberia, Mongolia, Myanmar, Namibia, Panama, Paraguay, Seychelles, Turkey, Uganda, U.S. Arabia United Emirates, Zambia, and Zimbabwe.

Israelis are allowed to travel:

Israelis are allowed to travel to the orange country, but they need to be isolated when they return-14 days, which can be shortened to 7 days if two PCR tests are negative.
On the other hand, the country considered the most risky-the red country-was placed under a comprehensive travel ban. Unless permission is obtained from the government exception committee, Israelis are not allowed to visit these countries. Those who return must also be quarantined, regardless of their immune status.

Israel currently determines the status of a country based on the local morbidity and coronavirus trends on the one hand, and the number of infected travelers entering Israel from the country on the other.
The infection rate of travelers is also considered.
In addition, according to the epidemiological model developed by Imperial College London (ICL), the United States currently has an average of 155 cases per million people per week, and 1,736 active cases per million people.
According to the Institute of Health Indicators and Evaluation model, there are 969 cases per million people.

In France:

Approximately 17,429 passengers traveled to Israel in the past month, and 42 of them were found to be infected (or 0.24{7d6bb1f761e691f027164c9fe6d1ebbc4659a250013ce39dc45a15ede39dbac5}).
In addition, France currently has an average of 262 cases per million people per week.
According to the ICL model, there are 224 active cases per million people. According to the IHME version, there are 558 cases per million people.
Specifically, the authorities have been working on a surveillance system that allows the police to send text messages or call quarantined people and locate their phones.

However:

According to the original legal framework approved by all members of the parliament in the spring, the person should be able to opt-out of technical monitoring tools and quarantine in state-run hotels.
Since the government does not currently plan to provide this option, the committee only approved the authorization to use electronic tools before August 17, requesting the government to update the relevant legislation as soon as possible.
